Guidance for schools on recognised German and French certifications in Switzerland Schools and institutions in Switzerland are increasingly asked to provide clear and reliable documentation of language proficiency, particularly when language certificates are required for integration, residence permits or naturalisation procedures.

Two widely recognised options for German and French are the **Goethe-Institut Goethe-Zertifikat ** and the France Éducation International TCF – tout public. Both certifications align with the requirements of the State Secretariat for Migration (SEM) for residence and naturalisation procedures when specific conditions are met. For schools advising students or adult candidates, understanding these requirements is essential.

This overview summarises how Goethe and TCF certifications are recognised in Switzerland and how they can support integration, academic pathways and professional mobility. For teachers and institutions advising students on language certification, understanding these frameworks helps ensure candidates choose the appropriate exam pathway from the beginning.

Why certification matters for schools

• Clear benchmarking against CEFR levels (A1–C2) • Structured curriculum progression from beginner to advanced • Transparent documentation for reporting and accreditation • Support for academic, professional, and integration pathways SEM recognition: What schools should know According to the State Secretariat for Migration (SEM) list, effective January 2026:

Goethe-Zertifikat (German)

All ** Goethe-Institut examinations from A1 to C2** are recognised for Swiss permit and naturalisation procedures. Each Goethe-Zertifikat assesses all four skills (listening, reading, writing, and speaking). A certificate at the required CEFR level therefore, documents both oral and written competence at that level. Acceptance depends on meeting the minimum CEFR level required by federal and cantonal authorities.

TCF – tout public (French)

The TCF – tout public (TCF TP) is also recognised by SEM, with one important condition: To be valid for Swiss migration purposes, candidates must complete the optional “Épreuves complémentaires” - the speaking and writing modules - in addition to the compulsory listening and reading sections.

Without these additional modules, a TCF TP certificate does not fulfil Swiss migration requirements. The official score report specifies the CEFR level achieved in each skill.

CEFR requirements for permits and naturalisation

Minimum CEFR requirements vary depending on permit type and canton. For example: • Citizenship procedures often require B1 oral / A2 written • C permits typically require around A2 oral / A1 written

Goethe and TCF certificates can serve as proof, provided the documented oral and written levels meet or exceed the required thresholds.

These CEFR requirements are defined by the State Secretariat for Migration (SEM) and apply to many residence permit and naturalisation procedures in Switzerland. Schools should advise candidates to verify current cantonal requirements before registration.

Comparison overview

See comparison table below.

Choosing the appropriate pathwayFor integration within Switzerland: fide or recognised Goethe/TCF levels, provided SEM requirements are met. • For academic or professional mobility: Goethe-Zertifikat or TCF, subject to institutional admission criteria. • For full CEFR progression up to C2: Goethe-Zertifikat or TCF.

Each certification serves a distinct purpose. Schools can select the pathway that best aligns with their students’ academic, professional or integration-related objectives.

Important note

The SEM list of recognised certificates is updated periodically. Institutions and candidates should consult the most recent SEM publication to confirm current recognition and requirements.
